Could we have a specific section for discussing theory work and balance?

Maybe just the character specific sections? I really wanna focus on Helmets first, and balancing the class perks they give. Some of them are just AMAZING while some are terrible, lots of RNG in too many of them ! 4.4% chance on damage to refresh 'howl' ?? 9% turtle stance cooldown ?? thats 1/3 of a second or something =\
