Pretty feathers?

I don't remember seeing this anywhere as an item I could interact with. I can't finish my ultimate skill quest without them. If anyone sees them, could you let me know?

My progress has completely reset on the quest even though I have 10 flowers in my inventory.

HALP
The resetting bug should be fixed now.
